Founded in 1994, LCBA exists to represent and promote the Louisiana charter fishing industry. After nearly 30 years in business, LCBA is proud to be the hub for the promotion, protection and representation of Louisiana’s captains and waterways.


Mission & Values

Fishing shouldn’t just be enjoyed by the pros. We’re dedicated to reducing barriers to entry by offering a one-stop shop of fishing charters that can be enjoyed by first-timers and seasoned sportsmen alike. 

LCBA serves as the unified voice for the Louisiana charter fishing industry, advocating in the Louisiana Legislature, Louisiana Wildlife and Fisheries, United States Congress, and other governing agencies.

We push for the utmost professionalism within the Louisiana charter fleet by encouraging and supporting the licensing and insuring of Charter captains across the state.

We firmly believe in the importance of responsible and sustainable fishing practices. We strive to partner with captains who prioritize the long-term health and preservation of marine ecosystems.

Meet Our President

Richard Fischer joined LCBA in 2016 as Communications Manager before taking over the Executive Director role in 2020. Before working for LCBA, he served as a Public Information Officer for the Louisiana Department of Wildlife and Fisheries. Richard has worked for various media entities, including WDSU-TV, Tiger Rag Magazine, ESPN Radio New Orleans, and the Houma Times. He holds a bachelor's degree in Broadcast Journalism from LSU's Manship School of Mass Communications and is the son of renowned Louisiana offshore charter captain Myron Fischer.
